Targeted Lists

  • All lists being requested must be a targeted list for a specific purpose. Any list consisting of every registered voter or every registered democrat within the district you have access to will be denied. Users should place a new request each time they need an export as we are constantly adding new voters and updating voter information. An old list may contain bad data. Please note that robocalling cell phones is illegal.


Scores (Not)

  • Scores may no longer be exported from VAN.


State IDs (Not)

  • State IDs may no longer be exported from VAN.


Survey Responses (IDs)

  • On and after Election day, IDs may no longer be exported. 


External Vendors

  • VAN data is to be used either directly within VAN or through API integrations. When a voter contact vendor does not connect directly to VAN, limited exports may be allowed from VAN on a limited basis and will be approved on a case-by-case basis (usually within 1 business day) at the discretion of the NYSDC. Any such permitted exports must comply with NYSDC terms. Please reach out to the State Party for information and training on alternative VAN tools.


Mail Exports

  • The most common type of export needed is for mail. Please make sure to include in the "Detailed Summary of Usage" that the exported data will be used for a mailer.


Mail Request Requirements

  • Once reviewed, if approved you can download the list as a “Householded Mailing List” Export format. This export format will give you:

  • VANID

  • EnvName (householded names)

  • Mailing Address

  • City

  • State

  • Zip 5

  • Zip 4


Yard Sign Exports

  • Campaigns may need to export a list of individuals who have requested yard signs so that they may deliver them to supporters. Please make sure to include that the exported data will be used for yard signs.


Yard Sign Request Requirements

  • Users should ensure that the list is targeted towards individuals who have requested yard signs. Once reviewed and if approved, you can download your list as a “Householded Mailing List” export format. This export format will give you:

  • VANID 

  • Env Name (householded names)

  • Mailing Address

  • City

  • State

  • Zip 5

  • Zip 4


Notes Exports

  • Some campaigns use VAN's “Notes” section to collect special information about voters that cannot be easily captured as Survey Questions or Activist Codes. Notes are not shared across committees, so the only notes a campaign will have access to are ones they have entered themselves. Please make sure to include that the exported data will be used for retrieving notes.


Notes Request Requirements

  • Users should ensure that the list is targeted towards individuals who have notes on their profile. Once reviewed and if approved, you can download your list as a “Notes List” export format. This export type will give you:

  • VANID

  • Contact Name 

  • Date Entered 

  • Entered By 

  • Note Category 

  • Note Tags 

  • Note Text


Email Exports

  • Users can contact NGP VAN directly to set up their email system if they want information on use of VAN’s email platform and pricing. While VAN does not have a direct email management system, users can add emails to voter profiles. These are not shared across committees. Please make sure to include that the exported data will be used for retrieving emails.


Email Export Request Requirements

  • Users should ensure that their list is targeted towards individuals who have emails on their profile as an Email Type List export type will only give you those voters with emails on their profile. Once reviewed and if approved, you can download your list as an “Email Type List” export format. This export type will give you:

  • VANID

  • Email Type (Personal, Work, Other, etc.)

  • Email Source (almost always ‘User Added’)

  • Email 

  • Date Created (date it was added to VAN)


  • Users can also choose to export the list as an email blob export which will provide users with just the email addresses separated by semicolons or colons. It will then generate that information so you can just copy it out of VAN to paste into an email. Remember to always use BCC when emailing!


Digital Ads 

  • Facebook and Instagram allow users to create custom audiences to target ads to their customers. Due to the voter data available in VAN, committees may be interested in using voter file data to create such custom audiences for political messaging. Please make sure to include that the exported data will be used for digital ads.


Request Requirements

  • The file should only contain the information that Facebook and Instagram need to build their custom audience. Once reviewed and if approved, you can download your list by customizing the "Full Export" or "Standard Text" export format. This export type will give you:

  • VANID

  • Name

  • County

  • Preferred Email

  • Preferred Phone

  • DOB

  • Sex


Choosing Export Format

  • After an export is approved, the user will be given the option to choose which export format they need. By customizing the "Full Export" format, users can save their own preferred export format. Please make sure to choose the correct export type (for example if you are requesting a notes export, only choose a notes list export type).


  • While the choice of what export format you make is done after the export is approved, this is regularly monitored. Users who choose an export type other than what has been requested may lose their export privileges.
